 onal Laboratory (ANL))\n\nIn this work, we evaluate the range of performan
 ce-energy tradeoffs achievable by the independent application of node-leve
 l power capping and DVFS controls on the Aurora supercomputer. We then ana
 lyze the default uncore frequency behavior under constrained node power, r
 evealing inefficiencies—particularly in memory-bound workloads—where the u
 ncore is under-provisioned despite high demand. To address this, we propos
 e U-PullUp, a lightweight uncore DVFS control strategy designed to operate
  alongside a node-level power cap. U-PullUp complements the default policy
  by increasing the frequency of the uncore when its utilization is high. O
