 ng levels of parallelism, increased heterogeneity, energy and memory const
 raints coupled with emerging post-Moore computing architectures like quant
 um and neuromorphic, a reevaluation of current approaches for extreme-scal
 e operating systems and runtime environments is needed.\n \nROSS is a work
 shop aimed at identifying looming problems and discussing promising resear
 ch solutions in the area of runtime and operating systems for extreme-scal
 e supercomputers. Specifically, ROSS focuses on principles and techniques 
 to design, implement, optimize, or operate runtime and operating systems f
 or extreme-scale supercomputers and cloud environments. In addition to typ
 ical workshop publications, we encourage novel and possibly immature ideas
 , provided that they are interesting and on-topic. Well argued position pa
